PROGRAM/ DEPARTMENT SUMMARY:


The impact of the 7.0 magnitude earthquake that struck Ya’an Prefecture, Sichuan Province, on April 20, 2013 has been devastating. Farming, representing a critical economic sector in Ya’an Prefecture, has been heavily disrupted in the aftermath of the earthquake. Impaired irrigation systems and blocked access to markets have caused local farmers to suffer and have upset local markets. Farming equipment and storage units were heavily damaged in the quake and many small business owners have insufficient capital to rebuild and rehire. These disruptions to the agriculture supply chain threaten families’ ability to generate steady income.

The goal of this project is to provide immediate and long-term recovery assistance by revitalizing rural livelihoods, repairing infrastructure and promoting economic recovery for 500,000 residents of earthquake-affected communities in Ya’an Prefecture. Identified through in-depth market analysis, these interventions will act as drivers to raise household productivity and incomes, as well as increasing profitable businesses.

Key Activities will include:


    Rehabilitate farming infrastructure, including improving access between farms and markets, rebuilding roads, repairing irrigation and reservoir systems, as well as upgrading farming structures and storage units.
    Restore critical assets for smallholder farmers, ranging from agricultural hand tools to larger equipment. Our emphasis will be on working with the producers of niche commodities in Ya’an, which include tea, kiwifruit, Sichuan spice, traditional Chinese medicine, and other indigenous products.
    Promote youth entrepreneurship by providing relevant trainings for youth entrepreneurs (aged 18 – 35) and facilitating access to financial services.
    Stimulate rural businesses by revitalizing farmer cooperatives and local microfinance institutions, in order for them to reach more people.

GENERAL POSITION SUMMARY:


The Program Manager will provide overall leadership, management and strategic vision to the implementation of the program, while managing staff and resources to ensure that the program meets its targets and deliverables on-time and within budget. The Program Manager will work closely with the main implementation partner, supervise key program staff and ensure accountability to Mercy Corps policies and donor rules and regulations. S/he will be the primary program representative to donors, relevant government entities, partners, other implementers and external stakeholders.

ESSENTIAL JOB FUNCTIONS:


  • Program Management and Implementation:
  •     Provide leadership and strategic vision in all aspects of program implementation, development and management.
  •     Ensure that program implementation is responsive to communities and partners, and aligned with Mercy Corps’ principles, values and strategic plan.
  •     Monitor adherence to grant agreement, Mercy Corps policies and procedures and relevant external rules and regulations.
  •     Oversee performance of local partners and sub-grantees.
  •     Conduct frequent field visits to all project sites. More specifically, facilitate detailed market research, intelligence, assessments and feasibility studies; liaise with and engage market actors in the select value chains to find strategic leverage points for co-investment; design systemic interventions in response to root causes of market ineffectiveness.
  •     Design intervention and investment plans, and implement interventions effectively though a market development approach.
  • Coordination and Representation
  •     Ensure representation and coordination as appropriate with main implementation partner and other local partners, government officials, NGOs, other donors, private sector firms, and business networks, international business networks, and the general public.
  •     Network and cultivate relationships with a broad cross-section of private sector entities, enterprise development practitioners, organizations, and other stakeholders to elicit feedback on the program and assess the potential for collaboration and partnership.
  •     Ensure regular meetings and calls with program partners to ensure good communication, share challenges and promising practices, and inform any mid-stream adjustments that need to be made to projects

Team Management


    Manage project team and directly supervise and support local implementation partner.
    Create a work atmosphere conducive to professional growth and development of excellent personnel.
    Implement and ensure all project staff effectively use the performance planning and management system, establish performance expectations and regularly provide constructive feedback to program staff
    Promote accountability by conducting staff performance reviews with direct supervisees and ensuring that supervisory staffs do the same.
    Contribute to overall Mercy Corps China’s team-building efforts and help ensure the integration of all team members into relevant decision making processes.

M&E and Reporting


  •     Facilitate the achievement of project targets and objectives and lead efforts to manage/implement an effective Performance Monitoring Plan (PMP), including conducting baseline, midterm and endline surveys in coordination with main implementation partner.
  •     Ensure that the M&E focal point focuses on collecting timely and quality data and generates practical information that can be used for ongoing project decision-making while also capturing results at the impact level.
  •     Proactively manage internal and external communications, including writing program reports, and working with Mercy Corps' Communication steam to develop media relationships and generate story placements.
  •     Assist with documentation and dissemination of institutional knowledge: case studies, lessons learned, and good practices in social innovation and economic development.
