 Group Summary

The Foundation's China Office is a registered representative office located in Beijing, China. In addition to our current projects and programs in HIV/AIDS, TB prevention/control, Tobacco Control and Policy & Advocacy, we are building a new research and development (R&D) unit as an extension of and strategic partner to global health and global development functions, leveraging on China's growing R&D and manufacturing capacity/capability to support the foundation's global mission and objectives in Health, Agriculture, and Water, Sanitation, & Hygiene (WSH).

Responsibilities
The China R&D unit is recruiting a Senior Program Officer (SPO) for vaccine related initiatives and activities in China. This is a senior position requiring strategic leadership, personal initiative, technical competency, and relationship and program management skill. She/he will have the responsibility in assessing and evaluating China vaccine manufacturers' readiness for WHO-prequalification and working strategically and collaboratively with both internal and external stakeholders in providing needed assistance and support in the most efficient manner to achieve the Foundation's global objectives. The activities range from strategic planning, business development/due diligence, and project funding/implementation to post-funding project management in full alignment with global and China strategies.

Key duties and responsibilities include:
  •     Serve as the local liaison and subject matter expert to assigned global program and project in providing both strategic and technical input in the area of vaccine R&D, regulatory, and manufacturing & quality, focusing on GMP/QA/QC, to ensure a full alignment of global priority and direction. In particular, providing support for the global programs under the joined effort with China's Ministry of Science and Technology (MOST
  •     Lead the local effort in assessing China manufacturers' readiness for WHO-prequalification and in providing the strategic support to selected Chinese vaccine manufacturers in their effort of achieving WHO-prequalification
  •     Serve as a local lead in developing, reviewing, and managing grants and contracts of assigned projects or programs in his/her responsibility areas in China.
  •     Build an external advisory network in the area of vaccine R&D, regulatory and manufacturing in relevant to WHO-prequalification.
  •     Work with local business development partner in identifying local opportunities of global impact in the assigned program and project area and in providing needed technical support and expertise.
  •     Work with other SPOs in supporting other strategic initiatives and activities as needed.

Qualifications
  •     A minimum of 10 years' of working experience in pharmaceutical or biotech industry, the working experience with multinational pharmaceutical company is highly desired.
  •     Advance degree in medicine/pharmacy or public health, related healthcare field, or equivalent combination of education and experience.
  •     Clear understanding of end to end Vaccine product development and manufacturing process. Working knowledge of QA/QC/GMP is a must and working experience with Vaccine WHO prequalification is highly desired.Demonstrated strategic leadership and technical expertise in the field of Vaccine R&D, and/or product manufacturing & quality. Additional experience in supply chain management, tech transfer, or Due Diligence is desired- Strong strategic/critical thinking AND program management/ implementation skills.
  •     Strong leadership skills in working internally with a team of diverse background in a matrix team environment.
  •     Strong relationship management skills and ability for and experience in leading and working with a range of external partners, such as consultants, and leaders in industry, international organizations, government organizations, and academia.
  •     Exceptional results orientation combined with Innovative and open-minded approach to all aspects of work; Ability to maintain professional, upbeat attitude and sense of humor under tight deadlines.
  •     Excellent written and oral communication skills, in positions requiring communication with a broad and diverse audience; Strong public presentation skills, including ability to represent the Foundation at external events.
