PROGRAM/ DEPARTMENT SUMMARY:

Since 2000, beginning with Mercy Corps’ co-founder Ellsworth Culver’s joint assessment of microcredit with the China Foundation for Poverty Alleviation (CFPA) and subsequent strategic alliance, training and joint projects, Mercy Corps’ China programs and strategic initiatives have sought to foster resilience and economic empowerment among vulnerable communities and youth, and build multi-sectoral capacity to partners to engage in domestic and international development. The current priorities for Mercy Corps China are to:

    Leverage our strategic positioning post Ya’an quake.
    Support key partnerships with All China Youth Federation and China Foundation for Poverty Alleviation with the objective of building capacity and collaboration with Chinese development players domestically and internationally.
    Support the implementation of programming and partnership with Apple
    Successfully close the EC project by year-end.
    Launch the new initiatives with (oil and gas companies (i.e Chevron and Shell)

GENERAL POSITION SUMMARY:

The Senior Program manager is the most senior program position in the country after the Country Representative and is responsible for program quality and development as well as supervisory and managerial responsibility over program personnel, programs and policies. S/he will work closely with the Country Representative to oversee all aspects of day-to-day implementation of Mercy Corps’ program activities, resulting in lasting improvement in the lives of Chinese. S/he has supervisory and managerial responsibility for the country team, and is accountable to beneficiaries and donors, placing a high value on innovative solutions to development issues and creative partnerships. S/he will help represent the Mercy Corps programs to donors, other NGOs and stakeholders, thematic clusters, relevant government authorities, and other program partners.

ESSENTIAL JOB FUNCTIONS:

Program Coordination



  •     Provide leadership in all aspects of program coordination to ensure consistent quality, including the incorporation of cross-cutting themes, quality data analysis, lessons learned and best practices.
  •     Ensure that program implementation is responsive to communities and partners and aligned with Mercy Corps’ principles, values, global strategic roadmap, and China country strategy.
  •     Work with Program Directors and Managers to monitor adherence to grant agreements, Mercy Corps’ policies and procedures and relevant external rules and regulations;
  •     Support Program Directors and Managers to oversee performance of partners, sub-grantees, and technical contractors.
  •     Conduct frequent field visits to all project sites for monitoring, quality control and program staff mentoring and coaching.

Program Development

  •     Lead the identification of new initiatives and opportunities that respond to identified needs and the country strategy, in coordination with the Country Rep and Program Managers, as well as the Regional Program Director, headquarters-based Senior Program Officer, Technical Advisors and other relevant staff.
  •     Plan and lead the country team to assess the needs for program design, evaluate, analyze and further develop a multi-year country specific strategic plan for China, in line with the regional value propositions and MC global strategy.
  •     Lead the development of solicited and unsolicited proposals and concept notes.

Program Monitoring and Evaluation

  •     Ensure that robust monitoring and evaluation, quality data collection and analysis systems are in place, adhered to and used as a decision-making tool, encouraging consistency across programs.
  •     Work with the Country Rep to roll out and monitor global-wide M&E initiatives across all programs and develop a global M&E system with existing M&E staff.
  •     Provide ongoing training and guidance to staff on M&E best practices.

Reporting and Documentation


  •     Work with the program team to ensure that activities are carefully documented, that reports for donors and HQ are prepared in a professional and timely manner, and that program summaries and other materials for public consumption are produced and kept up-to-date.
  •     Liaise with HQ Communications teams on press and media opportunities.
  •     Provide HQ Communications with China content for blog or website as appropriate.

    Mercy Corps team members are expected to support all efforts towards accountability, specifically to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.

REPORTS DIRECTLY TO: Country Representative

WORKS DIRECTLY WITH: Program team, finance and operational staff; HQ Program Operations staff (SPO & APO); Technical Support Unit; Resource Development Department

KNOWLEDGE AND EXPERIENCE:

  •     BA/S or equivalent in social science, management, international development or other relevant field. MA/S preferred.
  •     3+ years of experience in management role.
  •     3- 5 years of experience managing humanitarian relief and/or transitional programs in underdeveloped areas and/or areas with strong governmental control.
  •     Proven track record in program design, proposal writing and development, and donor reporting.
  •     Experience managing programs in relevant technical area(s) including economic development, disaster relief and recovery, disaster risk reduction, and youth.
  •     History of working effectively with local government NGO partners, and collaborating with other actors.
  •     Previous successful experience working with private donors is huge advantage
  •     Strong M&E skills.
  •     Strong management skills with good understanding of relevant cross-cultural issues.
  •     Demonstrated attention to detail, ability to follow procedures, meet deadlines, and work independently/cooperatively with team members.
  •     Fluent written and oral English are required. Knowledge in Mandarin is highly preferred
  •     Strong knowledge and experience of the China context is a great advantage

SUCCESS FACTORS:


The successful candidate will have senior level experience in coordinating and managing programs in post-disaster areas or other complex areas. S/he will have exceptional program development and proposal writing skills, and an outstanding ability to design, implement and manage innovative programs that respond to current needs and reinforce the future program structure of Mercy Corps in the region. S/he will have proven experience with cross-cultural teams, with strong leadership, communication and mentoring skills. Multi-tasking, prioritizing, problem solving and simultaneous attention to detail and strategic vision are essential. The most successful Mercy Corps staff members have a strong commitment to teamwork and accountability, thrive in evolving and changing environments and make effective written and verbal communication a priority in all situations. Patience, tenacity, diplomacy and a sense of humor will contribute to success.

LIVING /ENVIRONMENTAL CONDITIONS:

This position is based in Chengdu, the capital of Sichuan province, with frequent travels to the program sites in rural Ya’an, Sichuan. Chengdu is a modern and dynamic city with a wealth of natural and human resources and the quality of life is generally very high. This is an accompanied role.

Mercy Corps team members represent the agency both during and outside of work hours when deployed in a field posting or on a visit/TDY to a field posting. Staff are expected to conduct themselves in a professional manner and respect local laws, customs and Mercy Corps’ policies, procedures, and values at all times and in all in-country venues.
