Background / General description:


The World Bank Institute (WBI) underwent a far-reaching renewal, transforming itself from a retail training institute to a modern institution providing innovative services. WBI's new mission is to catalyze change for development results, leveraging WBG finance. It does this by strengthening the capacity of government and non-government stakeholders to collectively solve development challenges through three interlinked clusters of support: Open Knowledge, connecting them to global knowledge and learning on the 'how' of reform; Innovative Solutions, scanning & incubating innovations to help them tackle key development challenges; and Collaborative Governance, enabling them to mobilize and coalesce for collective action. Programs mobilize different combinations of the three clusters to galvanize and inspire stakeholders to achieve results.

WBI Regional Coordination & Partnerships Unit. The Operations Department (WBIOP) is one of four departments of WBI. It performs cross-cutting and corporate functions of WBI, through its five units, including the Regional Coordination and Partnerships Unit (WBIRP). WBIRP consists of around 22 staff and ETCs at HQ and 10 staff and ETCs in field offices in Beijing, Delhi, Moscow, and South Africa. The advertised position is with the Beijing office of WBI (WBIBJ) that is co-located with the World Bank country office. WBIBJ is responsible for coordinating WBI program and activities in East Asia and Pacific Region (EAP) to ensure alignment and integration with operations. Over the last few years WBIBJ has been working intensely with WBI thematic and WB country teams to develop a more regional wide program. WBIBJ is small and dynamic team that works closely with WBI and WB teams working in EAP and more recently with IFC. The team, led by a WBI Regional Coordinator (based in Beijing), is also responsible for managing relationships with World Bank country teams and offices, local partners and external partnerships including with development agencies, capacity development organizations, learning institutes, foundations, and other development practitioners in EAP. In addition, the team works closely with other teams under WBIRP in support of supporting and partnerships and scholarship programs funded by Japan.

The Regional Coordination Office in Beijing supports WBI's program in the East Asia and Pacific Region. The office is responsible to forge a link between the Bank's front-line operations at the country level and WBI's capacity building strategy in the Region. It also monitors and helps improve WBI's performance in terms of delivery, quality and relevance to clients on the ground, through linking WBI programs with local partner institutions to better customize and '˜localize' capacity development and training programs. The regional office also helps to identify the best suited way of delivery including e-learning, face-to-face learning, distance learning with and through local partners and networks whenever possible.

Duties and Accountabilities:

The selected candidate will work in a team led by WBI Regional Coordinator for EAP, and under the general guidance of Manager of Operations, WBIRP to: (a) support the implementation of WBI priorities and programs and activities in EAP, primarily focusing on WBI program implementation in China; (b) provide learning design and operational/delivery support to WBI program and courses including capacity development activities linked to knowledge exchange programs.; (c) work closely with World Bank teams as needed when implementing WBI activities in China and elsewhere in the region; and (d) support WBI partnership activities related to capacity development in China.

Specifically the candidate will:


  •     Analyze regional/country specific capacity development needs and make recommendations on learning programs to address gaps and meet learning needs. Use this analytical information to inform WBI and WB priorities and operations in China.
  •     Work with WBI Practice teams/WB colleagues to analyze capacity development context/needs and consequently define the desired learning interventions including target audience, local partners, the overall program goals and objectives.
  •     Customize learning solutions to the local context (as needed) and ensure alignment with World Bank group priorities.
  •     Recommend/advise on the use of appropriate learning solutions to the needs - e.g. e-learning, video-conferencing, social media and other blended methodologies.
  •     Help develop and implement the program/course evaluation plans.
  •     Ensure quality and accuracy of learning productions through reviews of documents, relevant web content, databases, portals for quality and effectiveness.
  •     Be expected to work as a core team member of WBI/WB team in the Beijing office including working effectively across boundaries.
  •     Contribute to briefings and presentations for management as requested.

Selection Criteria:

  •     Master's degree or equivalent with a focus on social/adult learning, cognitive sciences and/or themes of pedagogy.
  •     Demonstrated relevant experience (5 years minimum) in design, developing, implementing and evaluating learning programs on development-related topics aimed at capacity development.
  •     Ability to conceptualize complex issues and translate ideas into actions and results.
  •     Demonstrated experience in designing capacity development programs/solutions and/or operations in developing country contexts, preferably in EAP region.
  •     Excellent oral, written communication, interpersonal and organizational skills.
  •     Proven ability and willingness to work collaboratively with diverse clients, counterparts and teams.
  •     Ability to deliver quality work under pressure.
  •     Proactive attitude, a self-starter, with a high degree of motivation, initiative, flexibility, and reliability.
