BACKGROUND
SPECIFIC DUTIES AND RESPONSIBILITIES
MAJOR RESPONSIBILITIES:
Under the guidance of the Programme Coordinator (PC), IUCN China, with close collaboration with all technical staff, the Programme Officer will coordinate the assigned IUCN China projects and initiatives, especially the EC funded Mega-cities and Watersheds project in China, to ensure effective and timely development, planning, delivery, monitoring and evaluation of programmatic initiatives of IUCN China Programme.
The main responsibilities are:
i.Planning, delivery and M&E of Mega-cities and Watershed project
ii.Development and management of other initiatives
DUTIES:
1.Mega-cities and Watersheds Project
Undertake, coordinate and facilitate the overall and annual planning and budgeting, result delivery and M&E and reporting processes needed for this project;
Support the needed management processes, such as work plan development and progress tracking, project budget schedule implementation and control, project progress tracking and reporting, project finance and administration;
Lead on the activity implementation in pilots in Miyun Watershed including direct implementation of activities and management of contracts, procurements, consultancies, etc.;
Support the activities of other components of the project, including the pilots in the Longmen Watershed, which is another field component of this project, as well as the networking, advocacy and stakeholder engagement at higher level;
Support the coordination and communication with partners, donors, and other stakeholders, including relevant local government, for smooth project implementation, including organization of partner meetings, multiple stakeholder meetings, regular updates etc.;
Support the development and implementation of project communications and outreach strategies and activities, in order to enhance project profile and widen the impact at a larger scale;
Support the overall communication and liaison with the donor and undertake as required effective and efficient day-to-day communication and cooperation with project partners;
Actively leverage other technical, financial, policy and partnership support into the project, especially including developing proposals, concepts and supporting fundraising.
2.Other Duties
Assist the PC in mapping out strategic priorities for China and support the overall programme development under the guidance of the PC;
Assist PC in developing concepts, proposals and in engaging with current donors as well as potential future donors in order to further develop IUCN’s presence and programmes in China, and to deliver results under the IUCN China Programme Strategy and the One Programme Approach;
Assist the PC in the implementation and delivery of other initiatives assigned and fund-raised.
Support in knowledge management for the EC Project
3. Others tasks
Support the overall organizational and programmatic tasks of IUCN China, including strategy development, partnership building, members development, communications and outreach etc;
Undertake any other tasks as may be assigned by, and mutually agreed with the line manager

REQUIREMENTS
- At least 5 years relevant professional experience in project development and management, preferable in conservation or development organizations or international organizations.
- A degree in a discipline relevant to natural resources management, ecology, environment economics, and/or water resources management. Post graduate qualifications would be an asset
- Ability to analyse and strategically manage complex issues and proven capacity to manage complex projects
- Proven ability to work with diverse stakeholders and partners in multicultural settings
- Ability to work under pressure with limited supervision
- Preferably, experience and ability to work in a multicultural environment
- Native Chinese speaker with excellent command of English
- Willingness to undertake frequent travel within and outside country
- Computer literacy
