Purpose of the Position
Under the overall direction of the Representative, serves as an internationally-recognized specialist in the areas of evidence-based social policy analysis and development, public finance and public sector management to
(i) lead policy dialogue and a programme assisting the Government of China in developing improved policy frameworks and implementation mechanisms to promote the wellbeing of children and women in China consistent with the CRC, CEDAW and respective NPA objectives, with an emphasis on the poor and vulnerable children and women;
(ii) advise the Representative as needed on high level policy advocacy with the Government of China and how to best position UNICEF-China in the context of China's ongoing reforms in social sectors.
Key Expected Results
1. Provides intellectual leadership and leads UNICEF's analytical and upstream policy engagement in China in the areas of: child poverty reduction and social protection/welfare for children, contributing to national strategic policy frameworks, laws, plans and social policies, ensuring that these are child-sensitive, gender-sensitive and evidence-based, with appropriate linkages to CRC and CEDAW goals and the NPAs for Children and Women; institutional reforms, assisting the Government in aligning responsibilities, resources and incentive structures to address the essential needs and realize the rights of children and women in China; CRC and CEDAW implementation mechanisms and respective NPAs, enhancing China's progress in realizing the rights of poor and vulnerable children and women. To this end, leads policy dialogue with senior government officials; build/strengthen strategic partnerships; leads advocacy activities, writes and coordinates the development of UNICEF's in house policy analyses and policy notes, serves as the focal point for office-wide research activities and provides intellectual leadership on UNICEF's strategic work on broad themes and cross-cutting issues across programmes in China
2. Manages the development and implementation of the Social Policy and Reform for Children Programme (SPARC).
3. Works closely with government counterparts and both domestic and international partners on the design and implementation of SPARC; and ensures close linkage between pilots and policy
4. Manages, mentors and supports career development of SPARC staff.
5. Represents the Country Office at meetings with high-level government officials and with multilateral, bilateral agencies and civil society organizations; interacts, negotiates and advocates for programme goals and strategies, and identifies strategic advocacy alliances, including potential alliances for other sections as relevant.
6. Contributes to the implementation and enhancement of the Country Office's overall fundraising strategy.
Qualifications of Successful Candidate
- Advanced university degree in Economics, Social Sciences and/or Public Policy, preferably specialized in economic/social development -related area.
- Minimum ten years of relevant work experience in economic/social policy research/analysis, preferably in an international development environment.
- Fluency in English and a working knowledge of Chinese (preferably Mandarin).
