Calendar: The evaluation has to be conducted in or around the month of November 2013. The final deadline for the evaluation report submission is December 31st the latest.

Background information: Handicap International has been working in China for more than 12 years and works alongside both Government (China Disabled Persons Federation (CDFP) and with its provincial branches) and civil society partners to promote the social inclusion of persons with disabilities. Our objective is to promote the rights and socio-economic inclusion of people with disabilities, especially in rural China, through pilot projects run in close cooperation with governmental partners, civil society and associations of people with disabilities. Our strategy is fully in line with the China Disabled Persons’ Federation’s 12th five-year plan and directly contributes to the objectives set up by the Chinese Government in terms of rehabilitation and poverty alleviation.

Context of the evaluation: Since January 2011, Handicap International has initiated a project to support the capacity building of Disabled Persons Organisations (DPOs) in TAR and CSOs in Beijing. This project is following a previous project aiming at supporting the Tibetan Deaf Association. The main objective of the current project is to develop the participation of associations of persons with disabilities (DPOs) and civil society organizations in the decision making processes and contribute to a better inclusion of persons with disabilities. The expected results of the project are as follows:
• DPOs in Tibet and CSOs in Beijing represent persons with disabilities and their interest, are structured, reinforced institutionally and provide services to persons with disabilities and their family
• DPOs in Tibet and CSOs in Beijing advocate to ensure that rights of persons with disabilities are promoted and respected
• DPOs in Tibet and CSOs in Beijing give visibility to persons with disabilities and their needs
• DPOs in Tibet and CSOs in Beijing take part in some decision-making processes

Objectives of the evaluation: Overall, the evaluation will allow the project to gain a global understanding and vision of the relevance, effectiveness, efficiency, sustainability, and impact of the current approaches used and activities implemented in the project and to share lessons learned.

Profile of the consultant:

• extensive experience, not less than 5 years, in program development/design, program management & implementation, monitoring & evaluation
• work experience or assignments in project impact evaluation and participatory approaches in data gathering
 • a background in disability, or other vulnerable or marginalized groups, preferably with a working knowledge on civil society organization.
 • Chinese nationality

Proposals from interested consultants should include: 

• Proposed evaluation design and methodology based on project needs outlined by these ToR (detailed in pdf attached)
• Financial plan for the evaluation. All costs related to the evaluation without exception should be figured into the financial plan of the consultant, including consultancy fees, domestic and international travel, visa, accommodation, and per diem
• Proposed activities and timetable (considering that contextual limitations will later be communicated by project team
• Curriculum vitae detailing the evaluator’s preparedness, experience & expertise in project evaluation and disability work; reference of previous evaluation assignment done or sample of evaluation work accomplished
• 3 References of which 2 should be from a previous evaluation experience
