 Evaluation Context
1.1 Background

As part of a program funded by the Belgian Development Cooperation, Handicap International (HI) wishes to undertake an impact assessment of its improving the quality of care for disabled orphans in China.

The one-child policy set up in China several years ago has indirectly led to an abnormally high proportion of children with disabilities in the country’s orphanages. A survey conducted by the Ministry of Civil Affairs and Beijing Normal University in 2005 estimate that they are around 570,000 orphans in China and that more than 80% of them are disabled. In reality, most of those orphans are not true orphans and have in fact been abandoned by their parents when their disability was identified. Children in China, especially in rural areas, play an essential role in financially supporting and taking care of their parents. A child with disabilities is therefore not only a source of additional cost during the childhood, but also a lack of support in the future when the child becomes adult.

    Objectives of Evaluation

Overall, the evaluation will allow the project to gain a sense of the relevance, effectiveness, efficiency, sustainability, and impact of the current approaches used and activities implemented in the projects and share lessons learned.

Objectives:
 • Analyze the project in term of relevance, efficiency, impact and sustainability.
 • Identify strengths and limitations of the project
• Identify good practices and lessons learnt
 • Provide recommendations for further actions.

    Project Questions

    Relevance and quality of design

Approach - Is this project strategy pertinent and effective within the Chinese context? Why or why not? - How well does the project strategy meet the needs of the intended beneficiaries in the orphanages? - How does the partner understand the approach of children’s development from the social aspects?

Management - Outline the key elements of the management process. What are its strengths and weaknesses?

    Efficiency of implementation & Sustainability

Resources - How were resources generated and mobilized for planned activities? - How well were they used? - What resources from the partners contributed to the implementation of the project?

Sustainability - How does the partner see the merge of the current project with their existing system. - What further actions and support are required (including technical, financial, and human resources) to ensure partners are able to further enlarge the current achievement of the project. - Are these in line with government strategies and willingness?

    Effectiveness

Objectives - In what way(s) has the current project been able to achieve, or not, the goals and objectives of the project? Why or why not? - What are the concrete changes among the target groups (caregivers in the orphanage, trainers and implementing partners) in terms of knowledge, skills and competencies? Cite both positive elements and gaps. - What were the concrete changes that occurred in the pilot orphanages as a result of the project activities?

Quality - What mechanisms are in place to monitor the quality? What, if any, additional mechanisms need to be put into place (with respect to the concerned ministry/ China Center of Children’s welfare and Adoption systems?

Outcomes - What is the project’s main outcome as perceived by the beneficiaries in terms of:
 Improving knowledge and skills on nursery, child psychology and rehabilitation of orphans with disabilities ?  Improving their understanding of development of children with disabilities in the orphanages ? - What is the project’s main impact as perceived by the partners:
  In relation to understanding a more holistic and social approach of development of children with disabilities in the orphanages? - What are the remaining gaps? What did the project did not achieve at all?


    Profile of the Consultant

• Evaluator must have extensive experience, not less than 5 years, in program development/design, program management & implementation, monitoring & evaluation
• Evaluator must have had work experience or assignments in project impact evaluation and participatory approaches in data gathering
• Evaluator must have a background in disability, or other vulnerable or marginalized groups, preferably with a working knowledge on rehabilitation or orphanage work.
• Fluency in spoken and written English
• Familiarity with Chinese context is preferred • Speaking Chinese is an advantage

Proposals from interested consultants should include:
 Proposed evaluation design and methodology based on project needs outlined by this ToR
  Financial plan for the evaluation. All costs related to the evaluation without exception should be figured into the financial plan of the consultant, including consultancy fees, domestic and international travel, translation, visa, accommodation, and per diem.
 Proposed activities and timetable, considering contextual limitations that will be communicated by project team
  Curriculum vitae detailing the evaluator’s preparedness, experience & expertise in project evaluation and disability work; reference of previous evaluation assignment done or sample of evaluation work accomplished
  3 References of which 2 should be from a previous evaluation experience

Payment: The evaluator will receive 30% of the agreed-upon payment upon the official signing of the contract, 30% at the submission of the 1st draft and the remaining part when the Final Evaluation Report has validated by Handicap International.
