ISG's Global Communications Unit (ISGGC) is responsible for provisioning communications and networking services to the World Bank Group. The unit is the key point of contact, accountability and coordination for the day to day delivery and quality of communications services from different long distance service providers and through the Bank's own telecommunications facilities.

The Units' mission is to provide various global communications services involving but not limited to voice, data and video services, ensuring reliability, security, scalability and integrity on 24x7 basis to the full satisfaction of clients and end users on a timely and cost effective basis. The Global Communications Unit manages service delivery tasks including but not limited to: technical requirement definition, design, installation, operation, and maintenance of services.

The Global Link Team within ISGGC is tasked with installing and maintaining the wide area network (WAN) links that connect WBG Country Offices with HQ as well as supporting the overall IT infrastructure setup for new and existing Country Offices. This position will be part of the Global Link Team, based in Chennai, and will be supervised by the Senior Team Lead for the Global Link Team.

Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 3 year term appointment.

Duties and Accountabilities:

Global Network Infrastructure Support:

1. Work implies daily interaction with the following.

    Manager and peers in Washington
    Peers from other Country Offices
    Network operation center in Washington
    Global infrastructure vendors project managers and network operation centers

2. Work implies daily follow-up on pending operational issues:

    Review open trouble tickets and coordinate any field activities
    Project implementation in coordination with institutional teams

Country Office Infrastructure Support:

  •     Review with Regional ISGGC Link Managers current work program
  •     Plan and implement Local Area Networks (wired/wireless), Wide Area Networks (MPLS, VSAT, Leased lines in general, etc), Audio/Video Network and VoIP Networks infrastructure in accordance with current global standards in coordination with Link Managers and General Services Department (GSD) global real estate Project Managers.
  •     Travel to Country Offices for installation, testing of hardware including routers, switches, VoIP equipment, servers, security appliances, wireless equipment, legacy Pabx etc.
  •     Assess local infrastructure before implementation of Country Offices network infrastructure - including necessary tests for electrical grounding, power supply distribution and electrical protections in general.
  •     Assist Country Offices IT staff, providing technical information/specifications on infrastructure (electricity transformer, generator, voltage stabilizer, UPS etc)
  •     Assist Washington team and Country Offices analyze technical responses of bids for procurement of IT Infrastructure.
  •     Troubleshoot and solve problem for network, VoIP, and application issues in collaboration with the Globally based network operation center
  •     Record/Update all activities in Bank Project Management tools, trouble-ticket management system, Inventory management systems
  •     Create and maintain network documentation as it relates to network topology, equipment, and configuration. General configuration management, patch panel management, patch deployments, and VoIP network configuration and problem isolation and resolution
  •     Provide Audit and remediation reports for existing infrastructure to monitor services and ensure that all standards, Bank policies with respect to network security are met
  •     Provide training sessions on existing technologies or any new services planned for deployment
  •     Country Office Infrastructure research:
  •     Keep abreast of technological evolution in development countries that would provide better efficiency of the global network services.
  •     Propose the design, develop, test and implementation plan of new tools for the monitoring, project planning for the global network services.

Selection Criteria:
  •     Bachelor's degree in Electrical or Mechanical Engineering with 4 years of relevant experience in the area of telecommunications and IT.
  •     Knowledge of TCP/IP networking technologies
  •     Experience with Cisco VoIP deployments and interfacing to legacy TDM PBX systems
  •     Experience with Cisco CM/CME IPT technologies and platforms desired
  •     Experience deploying and troubleshooting satellite communications systems
  •     Experience deploying and troubleshooting MPLS links
  •     Experience deploying and troubleshooting VPNs and ISP provided links
  •     Experience deploying and troubleshooting leased line circuits
  •     Experience with data communications link testing tools and techniques
  •     Experience with international commercial electrical power distribution standards
  •     Experience with campus and data center networking
  •     Experience and understanding of IP address management issues, DNS and DHCP
  •     Broad understanding of the state of the networking and telecommunications industry, how it fits in the larger IT infrastructure and helps meet business goals
  •     Excellent verbal and written communication skills
